A common question in the fandom is, what happened to Holy Roman Empire after the Chibitalia chapter, and how is he connected to Ludwig? If they are the same person, why are their characters so different?
Looking at history, having Ludwig as successor to HRE makes a lot of sense, but in Hetalia terms it's a bit hard to explain. It doesn't help that German history is pretty freaking confusing and not easy to re-tell with pretty boys.  Personal head-canon: big brother Prussia took HRE in (after he played a major role in bringing him down in the first place xD) and locked him away in a quiet place for a while... then after founding the German Empire he went to check on Sleeping Beauty and lo! Suddenly a big guy was snoring in HRE's little bed. Unfortunately the long sleep and the rearranging of territories have taken quite a toll on the former HRE and so the new Germany - Ludwig - suffers from amnesia. He doesn't know his birthday, his last name or even remembers Chibitalia. D'aww. And thus, unfortunately, he grew up to be a total stick-in-the-mud.
